Kaine TarlintonFounder & CEO
Driven by innovation and a passion for improvement, Kaine has reshaped the certification industry. With over 20 years experience in building, local government and certification, he saw the challenges clients faced and believed there had to be a better way. That vision led him to start Buildcert, creating a smarter, simpler, and more client-focused certification service. Kaine is the CEO of Certified Group, which includes Buildcert, Landcert (subdivision certifiers), Buildcare (charity) & Fynd (property information) alongside serving as the President of the HIA in the Hunter region. 
Mitch TarlintonNSW STATE MANAGER
With a background in mining engineering and building certification, Mitch brings both technical expertise and fresh perspective to the industry. As NSW State Manager, he's driven by a client-first mindset, breaking down barriers, challenging the status quo, and finding smarter ways forward. Known for listening, supporting, and pushing for better outcomes, Mitch leads a team that’s as committed to clients as he is.
Sarah ReesQLD STATE MANAGER
As QLD State Manager at Buildcert, Sarah brings together her legal background, certification expertise, and a knack for leading high-energy teams. She’s known for creating a culture where people thrive. Sarah is passionate about driving innovation and delivering smarter, client-focused certification, helping make the building approval process simpler and more supportive for clients.
Dan ChapmanNSW RESIDENTIAL CERTIFICATION MANAGER
As NSW Residential Certification Manager at Buildcert, Dan leads the state’s largest team of residential private certifiers. Known for building strong client partnerships—especially his decade-long collaboration with McDonald Jones Homes—Dan also co-founded the charity Buildcare, where he channels his passion for community support and giving back.
Ray WilliamsNSW COMMERCIAL CERTIFICATION MANAGER
As the NSW Commercial Certification Manager, Ray brings the rare mix of A1 technical expertise and a collaborative, solutions-first approach. He partners with builders, developers and project managers to deliver major-scale projects on time, on budget and fully compliant. With Ray at the helm, Buildcert’s commercial team makes even the most complex approvals feel achievable.
Troy WilliamsQLD CERTIFICATION MANAGER
Troy is an experienced certifier with more than 30 years in the building industry including 20 in certification. As Certification Manager for Buildcert QLD, he oversees projects with a focus on technical excellence, compliance, and client service. With a strong trade background and extensive industry knowledge, Troy is passionate about building trusted relationships and guiding clients through the certification process.
Aidan GuerraBUSINESS DEVELOPMENT MANAGER
Aidan Guerra is Buildcert’s Business Development Manager, drawing on the dedication and teamwork that defined his NRL career. Aidan works closely with clients and partners to build strong relationships and ensure their certification needs are sorted with ease. Beyond the business, he is a proud ambassador for Buildcare, helping drive support for important community initiatives.

As Regulation Compliance Manager, Paul ensures Buildcert stays ahead of legislative change and industry standards. With a sharp eye for detail and a solutions-first mindset, he helps shape innovative, forward-thinking compliance practices that keep our clients protected and our business at the forefront of certification.
