Crown Certificates

We’ve got your Crown Certificate sorted.
If you're planning Crown building work in NSW, you’ll likely need a Crown Certificate. These projects, delivering essential services like education, health, housing, transport, and community infrastructure, follow a different pathway under the EP&A Act. Unlike typical developments, Crown projects don’t require a DA, CC or CDC, but they must still demonstrate compliance with the Building Code of Australia before construction starts.
That’s where a Crown Certificate comes in. Issued by a registered certifier (that’s us), it confirms your plans meet the right standards and gives the formal sign-off needed to move forward. With strict timeframes and oversight from councils, planning panels, or even the Minister, Crown developments sit under a unique set of rules.
Buildcert helps you cut through the complexity, providing expert advice and fast certification so your project stays compliant and on track from day one.

How we get your Crown Certificate sorted.
01
Initial ReviewAll Crown building projects must comply with the Building Code of Australia (BCA). This step begins the certification process with a formal BCA Assessment and a review of your plans. It confirms compliance before any construction work starts.
You provide the Crown Certificate Application and required documentation. Our role is to assess the development against the BCA and issue the Crown Certificate once deemed compliant.
- Completed Crown Certificate Application Form
- Architectural plans
- Structural engineering plans
Additional documentation may be required depending on the project’s complexity. Your certifier will send a Request for Information (RFI) explaining exactly what to provide. For a complete list, see our Application Forms & Lodgement Checklists.
A thorough review at the outset ensures your Crown project is compliant from the start. It minimises the risk of later design changes, avoids unnecessary delays, and provides a clear path to certification.
02
ApprovalOnce all documentation checks out and the project meets the relevant BCA requirements, we issue your Crown Certificate.
Your Crown Certificate proves the development complies with the BCA and clears you to begin construction.
At the completion of your project, we can also issue a Crown Completion Certificate. While this certificate is not always mandatory, many government clients elect to obtain one as an additional quality assurance measure. Where a Completion Certificate is required, we will generally undertake inspections during construction.
